i think they should, but it would be alot of work. Could you imagine how many people would write in about the same thing? ALOT! thats why they have the forum but maybe they should recruit some volunteers to help them. A support ticket system would be good tho

In a ticket system will take a lot of time for problems to be solved. And moreover it requires lot of staff resources as well. In a forum even a regular user who has knowledge about your problem can also help out and not necessarily a staff member.
