Ok im looking for someplace that will accept low vistor sites and place ads on them,and pay with paypal, i dont care how much they pay as long as they do pay and they go with the above.

You might want to try out Matched.co.uk ( http://www.matched.co.uk/ )
They pay you £3 per month per site you put up regardless of how many visitors you have. The thing is, you have to get approval from them to make sure it is OK to place your ad there.

i have already applied for matched.co.uk, but still i am not approved.For me Google Adsense is the best.

max 1 ad per page, and max 5 pages... so max £15 a month / site, better than nothing i guess.
