what should I do to get accepted by Yahoo Publisher network

I signed up and they didn't approve my website..

first of all, how do they know how many people visit your website (I don't even know)

also, what does my website need to have for them to accept me. I would much rather have yahoo ads on my website, because they pay with paypal, and their minimum payout is allot less than google
