Smile I need ways to get active forum members

Can anyone tell me how to get people registering to my forum, and keeping active?.

I've got 11 members currently, and I am pretty much the only one that posts, http://www.sntforums.co.cc .

What can I do. My goal is that when ever I log in, people are always logged in, like on here on x10hosting forums.

I am having the same problem at SohailTech. (I am moderator there but I still want to see some non x10ers).
Try some of these:
Submit your site to famous search engines. (Google, Yahoo, MSN etc.)
Use an SEO Mod for your forum, it helps search engines find content a lot easier.
Try to offer something other forums don't. In this case, x10 offers (IMO) the best free hosting. That is why they have so many members.
Those are some of my suggestions.

Yes I would recommend you do what the above user says and also you could add a type of rewards system link credits. I have added a credit reward system to my website (http://www.thecomputerforum.co.uk.)

Tips:
• Buy a top-level domain name, like I did. CO.cc is too... Umm... Sub-Domain-ish. Domain names are $1.99 USD per year for a .INFO, and $9.99 a year for a .COM, .ORG, or .NET.
• Use a server with more uptime. Ditch Stoli and move to an Ad-Free plan. People get frustrated when they cannot see your website 50% of the time, like right now.
• Advertise! You'll have to find a way. No free advertising solution has worked for me.
• Refer friends, or online friends
• Put your link in your signatures
• Make your forum look good and appealing, unlike mine.
• Encourage your members to post, unlike me, with users that just advertise their forum/blog/whatever on my website
• Make a product and/or service that someone else would want
